    Economic Evidence on the Effects of the Indian Gaming Regulatory Act on Indians and Non-Indians

    When Congress passed the Indian Gaming Regulatory Act (IGRA) in 1988, some tribal leaders perceived the state compacting provision required for casino-style gaming on tribal lands as an erosion of tribal sovereignty that could undermine their early economic development successes and disrupt a precariously successful federal-tribal relationship with regard to tribal self-determination. In hindsight, however, the substantial growth and myriad positive impacts of the first twenty years of tribal gaming under IGRA reveal the ways that the federal regulatory framework laid out in the law resolved numerous legal dilemmas that had plagued tribal gaming expansion. It is now clear that the predictability provided by successful tribal- state compact negotiations allowed the necessary capital investments to produce a robust tribal government gaming industry across much of Indian Country. Therefore, an analysis of tribal government gaming’s impacts on tribal communities and neighboring localities is best framed in the context of the federal law that continues to shape the industry today

    Cosmology with the lights off: Standard sirens in the Einstein Telescope era

    We explore the prospects for constraining cosmology using gravitational-wave (GW) observations of neutron-star binaries by the proposed Einstein Telescope (ET), exploiting the narrowness of the neutron-star mass function. Double neutron-star (DNS) binaries are expected to be one of the first sources detected after "first-light" of Advanced LIGO and are expected to be detected at a rate of a few tens per year in the advanced era. However the proposed ET could catalog tens of thousands per year. Combining the measured source redshift distributions with GW-network distance determinations will permit not only the precision measurement of background cosmological parameters, but will provide an insight into the astrophysical properties of these DNS systems. Of particular interest will be to probe the distribution of delay times between DNS-binary creation and subsequent merger, as well as the evolution of the star-formation rate density within ET's detection horizon. Keeping H_0, \Omega_{m,0} and \Omega_{\Lambda,0} fixed and investigating the precision with which the dark-energy equation-of-state parameters could be recovered, we found that with 10^5 detected DNS binaries we could constrain these parameters to an accuracy similar to forecasted constraints from future CMB+BAO+SNIa measurements. Furthermore, modeling the merger delay-time distribution as a power-law, and the star-formation rate (SFR) density as a parametrized version of the Porciani and Madau SF2 model, we find that the associated astrophysical parameters are constrained to within ~ 10%. All parameter precisions scaled as 1/sqrt(N), where N is the number of cataloged detections. We also investigated how precisions varied with the intrinsic underlying properties of the Universe and with the distance reach of the network (which may be affected by the low-frequency cutoff of the detector).Comment: 24 pages, 11 figures, 6 tables.     EFFECTS OF HIGH AND LOW MANAGEMENT INTENSITY ON PROFITABILITY FOR THREE WATERMELON GENOTYPES

    A replicated, small plot study on watermelon [Citrullus lanatus (Thunberg) Matsumura and Nakai] in 1997, 1999, and 2000 revealed that production management intensity affected yields and profitability of watermelon, in Oklahoma. Management intensity was based on a combination of cultural practices and levels of use of production methods. Low intensity management (LM) consisted of use of soil fertilization and weed control. High intensity management (HM) included the same weed control and fertilization as LM but also included use of plastic mulch, drip irrigation, insect pest control, and plant disease control. Cost and return analyses were based on the range of actual prices during the cropping season and the range of yields during the three years. Yields from the seedless triploid genotype 'Gem Dandy' consistently resulted in greater positive net revenue under HM than the diploid open pollinated 'Allsweet' or the hybrid diploid 'Sangria'. Under LM, yields from the seedless triploid also resulted in greater net revenues when conditions were favorable or lost less money than the open pollinated 'Allsweet' or the hybrid diploid 'Sangria' when conditions were unfavorable.Crop Production/Industries,

    Cooperative Unmanned Aerial Surveillance Control System Architecture

    Intelligence, surveillance and reconnaissance (ISR) is a high-demand Department of Defense mission performed by unmanned aircraft systems (UASs) at the tactical and theater levels. Coordinating UASs through cooperative control offers the advantages of persistence, distributed and adaptable sensor coverage, and reduced revisit time on points of interest. The purpose of this thesis is to apply systems engineering principles to the problem of developing a flexible, common control system for cooperative UAS surveillance at the tactical level. The AFIT team developed a concept of operations (CONOPS) encompassing various users and surveillance tasks. The team then used the scenarios in the CONOPS to build a conceptual architecture. Concurrently, the team constructed a developmental test system that closely resembled the architecture and successfully conducted flight tests of multiple aircraft. The team then used this architecture and the prototype system to identify significant technical risks and future research areas to be explored prior to the development of an operational system
